TELECOMMUNICATIONS
Until 1993, I represented a group of large commercial customers of Pacific Bell in a variety of rate proceedings before the CPUC. From 1990 through 1995, I represented US West Cellular in its capacity as one of the two carriers in the San Diego market. This involved a wide range of CPUC issues and proceedings, from cell siting procedures, to tariff fillings, to interconnection battles with resellers. Since early 1996, I have represented Southwestern Bell Communications Services ("SBCS"), an affiliate of Pacific Bell and SBC Communications, in its effort to obtain a certificate from the CPUC to provide long distance services in California. This application has been vigorously resisted by the established long distance carriers and very recently resulted in the award of a certificate.
